ADD powdered sugar. Beat on low speed, gradually adding 1/4 cup half-and-half, until blended.
BEAT with stand mixer on medium speed 3 minutes or with hand mixer on high speed 5 minutes, until light and fluffy. If icing seems too stiff, gradually beat in additional half-and-half, 1 tablespoon at a time, until icing reaches desired consistency.
For Pure White Fluffy Icing: Substitute 1 teaspoon clear vanilla flavoring for regular vanilla extract.
